Left no message. I called back and they admitted they called me a few minutes ago then stated they forgot to ask me a question, was I the homeowner. I informed them I was on the do not call list and they quickly ended the call.

Seems to be a robocaller of some kind looking for real phone numbers to add to a list. It called my phone twice today. First time was exactly 3 seconds long, just silence before hanging up. Second time, instead of hanging up timely or leaving a real voice mail, it tied up VM for exactly 3.0 minutes of recorded completely silent dead air time.
